Take shared responsibility to defeat COVID-19
--A joint proposal by the city's quality award winning enterprises, Sichuan Tianfu Quality Award declaration organizations(individuals) and chief quality officers
At this critical moment of the prevention and control of COVID-19, Suining Municipal Administration for Market Regulation has made positive efforts by grasping the four key links of "assuring quality", "stabilizing prices", “containing the spread" and “serving the people” under the guidance and leadership of General Secretary Xi Jinping, provincial party committee and the provincial government. When fighting against the pandemic and promoting work and production resumption, the administration called on more than 40 chief quality officers, one enterprise that was nominated to Quality Award of Sichuan, 14 enterprises that won the quality award of the municipal government, and also the organizations (individuals) that intend to apply for Tianfu Quality Award for a joint proposal. The proposal urges all enterprises in Suining to enhance their prevention and control measures, maintain their supply chains, continue to pursue economic growth, support anti-pandemic measures, and take their shared responsibility to defeat COVID-19!
Ⅰ. Enhance political stance and take responsibility to achieve our mission
As an important contributor to pandemic prevention and control and high-quality socio-economic growth of the city, enterprises should have “Four Consciousnesses”, bolster “Four-sphere Confidence”, and ensuring the “Two Upholds”. They should also fully implement the unified arrangements of the CPC Central Committee and the State Council, the Sichuan Provincial Party Committee, the provincial government, the Suining Municipal Party Committee and the municipal government on the prevention and control of COVID-19, taking the anti-pandemic efforts as their first political priority, and take their responsibilities with resolute, scientific, strict and effective prevention and control measures.
Ⅱ. Think in big-picture terms and promote orderly work and production resumption
Prosperous Enterprises make prosperous industries, and prosperous industries make the economy reliable. Enterprises should, in accordance with the overall arrangements of Party committees and governments at different levels, resume their work and production in an orderly manner, and ensure a smooth resumption by addressing issues regarding raw materials, personnel allocation, equipment operation, safety production and quality control through reasonable arrangements, scientific scheduling and specific designs. Enterprises concerning the production and supply of medicines, protective clothing, masks and other materials needed for pandemic prevention and control should release production capacity to meet the needs of the pandemic prevention frontline based on requirements of relevant government departments; while those involved in the production and supply of daily necessities should organize production and operation in a timely manner and guarantee market supplies without driving up the prices.
Ⅲ. Ensure stable quality and maintain market order
According to the central government's requirement of "resisting against the pandemic, maintaining the economy and people's livelihood", enterprises should further improve their system to ensure the quality, supplies and prices, and take practical actions to ensure an uninterrupted daily consumption and market supply to enhance people's sense of safety. It is also necessary to give full play to the leading roles of chief quality officers in enhancing quality, safety, innovation and management so as to meet relevant standards and innovate their technologies and techniques.
Ⅳ. Enhance the awareness of protection and scientifically block the pandemic
Enterprises should monitor the health conditions of their employees, especially those who return to work from pandemic-stricken areas, and enhance medical screening. They should also popularize the pandemic prevention and control knowledge to raise employees' awareness to guard themselves against the pandemic. Additionally, efforts should be made to guide employees to have a correct understanding of and active cooperation with relevant measures. Entry registration of individuals in offices, production and business places should be strengthened, and enterprises should also make full use of online working to reduce personnel flow and avoid cross-infection.
V. Carry forward the spirit of dedication and fulfill social responsibilities
A pandemic tests the conscience of an enterprise, just as a misfortune tests the sincerity of friends. Enterprises should always keep track of the fight against the pandemic, and carry forward the tradition of "If one is in need, all come to help”. According to the needs of pandemic prevention and control and corporate realities, they should actively fulfill their social responsibilities by carrying out public welfare donations through eligible channels. They should also contribute to the battle against the pandemic by supporting the frontline of prevention and control and taking practical measures to help people in key pandemic areas.
We firmly believe that, under the strong leadership of the CPC Central Committee, the State Council, the provincial party committee, the provincial government, the municipal party committee and the municipal government, and with the joint efforts of the whole city, we will gain victory in this battle against the pandemic and contribute to Suining’s integration into Chengdu-Chongqing economic circle and the city’s high-quality development!
